APIKI Scientists Gathering

 REDD+ for Indonesia’s NDC:
eConsolidating subnational REDD+ implementations to align with the national strategy of NDC Implementation achieving NDC target from Land Use Sectors


REDD+ has been an important component of the NDC target from land use sector. Forest Reference Emission Level (FREL) for REDD+ was submitted by Government of Indonesia to the UNFCCC Secretariat in December 2015, covering deforestation and forest degradation and peat decomposition. The FREL was set at 0.568 GtCO2e yr-1 (AGB), using reference period of 1990 – 2012 and will be used as the benchmark against actual emission starting from 2013 to 2020. In implementation of the REDD+, the role of subnational jurisdiction is seen as critical to ascertain emission reduction target and more enduring benefits from this initiative.

However, REDD+ implementations at subnational tier are facing several challenges. The challenges includes, inter alia, alignment of subnational agencies at multi-layer jurisdictions with national management arrangements; community institution capacity to facilitate partnerships; capacity of Forest Management Units (FMUs) to support REDD+ at site implementation. In addition, there is an interval in understanding on policies and technical aspects of REDD+ between national and subnational levels. These conditions need to be addressed in order to ensure the subnational REDD+ implementation can co-exist with national REDD+ architecture and contribute to Indonesia’s NDC target in emission reduction from land use sector.

Therefore, current subnational REDD+ implementations should be identified and then drawn learning experience, including challenges and opportunities, as the foundation to develop better policies and technical aspects in aligning national and subnational strategies. In order to contribute in this issue, Indonesia Experts on Climate Change and Forestry (APIKI) intends to organise a fora “APIKI Scientist Gathering” within Pre-event Asia-Pacific Rainforest Summit in Yogyakarta. As a pool of experts with more than 300 members from 62 universities in 34 provinces, 10 research institutions, 3 training centers, line ministries, and local governments in Indonesia, APIKI has adequate capacity to provide insights, lesson learns, feedbacks for subnational REDD+ implementations. Within this fora, APIKI’s members are going to present their works in exploring REDD+ implementation at subnational tier and then provide policy recommendations to be submitted to decision makers at national tier.

The objective of this fora “APIKI Scientists Gathering” are as follows:

  1. To gain best practices and lesson learned of REDD+ implementation at subnational level.
  2. To develop a scientific concept for consolidating subnational REDD+ implementations in order to contribute optimally achieving Indonesia’s NDC target in emission reduction from land use sector.
  3. To provide evidence-based policy recommendations to align subnational REDD+ implementation with national REDD+ architecture as most important component of the NDC strategies from land based sector.
